The United Nations Conference on Trade and Development (UNCTAD) has cautioned that uncertainty in global trade has become a systemic challenge, functioning like an invisible tariff that disrupts markets, raises costs, and slows down investment flows. According to its latest assessment, the global trade policy uncertainty index climbed to record highs in early 2025, signaling that unpredictability is now a more damaging factor for trade than actual tariffs.
UNCTAD noted that businesses are increasingly forced to stockpile goods, reroute shipments, and delay investment decisions due to the unpredictability of trade rules and policies. While traditional shocks such as pandemics, supply disruptions, or geopolitical conflicts eventually stabilize, persistent policy uncertainty undermines trust and weakens long-term planning.
The impact has been particularly severe for developing and least developed economies. These nations face tighter access to finance, greater exposure to volatile capital flows, and mounting borrowing costs. Their fiscal positions are also under pressure, making them more vulnerable to sudden policy shifts in global markets. Advanced economies, meanwhile, have managed to maintain steadier import patterns, but the ripple effects of uncertainty are still visible across supply chains worldwide.
UNCTAD stressed that the growing unpredictability has eroded confidence in multilateral cooperation, with unilateral actions often triggering retaliatory measures.
This cycle amplifies instability and reduces the effectiveness of global trade as a driver of growth. The organization called for stronger international coordination, more transparent policymaking, and diversification of trade relations to restore predictability and rebuild confidence in the global trading system.
