China expands zero-tariff policy to

all least developed countries

China has expanded its zero-tariff policy to cover all products from least developed countries (LDCs) that
maintain diplomatic relations with Beijing. The move, which took effect on December 1, 2024, raises product
coverage from 98 percent to 100 percent. China notified the World Trade Organization (WTO) of this change
during a meeting in Geneva on June 19, 2025. This policy expansion is part of China’s broader efforts to open
trade opportunities with LDCs and African nations. The Chinese delegation also highlighted a recent
China-Africa declaration, in which China pledged to extend zero-tariff treatment to all 53 African countries with
diplomatic ties to China, covering every tariff line.

Beyond zero tariffs, China committed to promoting trade in goods and enhancing skills and technical training
programs for African least-developed countries (LDCs). These initiatives aim to create new development
opportunities, boost economic growth, and contribute to the stability of global trade. China called on WTO
members to support a free, open, and inclusive international trade system, emphasizing the need for
globalization to benefit all.

WTO members warmly received the expansion. Representatives from LDCs, African countries, and other
economies welcomed China’s initiative amid ongoing global trade uncertainties. Many urged other countries
to follow China’s lead by providing preferential policies and capacity-building support to promote inclusive
and sustainable trade development.
