In a bold move toward climate neutrality, the European Commission has proposed a legally binding target to slash greenhouse gas emissions by 90% by 2040, compared to 1990 levels. This forms a critical part of the EU’s broader strategy to reach net-zero emissions by 2050.
Unveiled in Brussels, the proposal introduces new flexibility for industries, allowing up to 3% of emissions cuts to be achieved through international carbon credits from 2036. The plan also includes carbon removals and expanded emissions trading options, aiming to strike a balance between climate goals and economic realities.
European Commission President Ursula von der Leyen called the plan “realistic and achievable,” while Climate Commissioner Wopke Hoekstra said it would give investors confidence and support the EU’s leadership in clean energy.
However, not everyone is convinced. Environmental groups and scientists have criticized the proposal for relying too heavily on offsets and removals, warning it could water down real emissions reductions.
The EU’s own Scientific Advisory Board had recommended a stricter 90–95% cut using domestic efforts only.
Industry representatives are also urging caution, concerned that stricter rules could lead to higher costs and reduced competitiveness, especially for energy-intensive sectors.
The draft law must now be debated by the European Parliament and approved by EU member states. If adopted, it will shape the EU’s position at COP30 in Brazil later this year.
